And it’s not what you think:
“Jill Coccaro, 27, was arrested on a topless stroll two years ago, despite a 1992 state appeals court ruling that concluded women should have the same right as men to take off their shirts.”
The woman stated she was yanked by her hair into a police car and taken to a hospital for a psychiatric evaluation. She accepted a $29,000 settlement from the city of New York for wrongful arrest.
“I’ve always just felt that was something natural,” she said. “I’ve kind of always done it out of practicality.”

Geez, yanked her by her hair?...I think the worst thing about this is that the law was changed in 1992, 13 years before the woman got charged! Yeesh.
